The firm
Anthenor Public Affairs is a public affairs consultancy that has been supporting companies, professional organizations, associations and NGOs, as well as public-sector bodies and organizations entrusted with a public service mission, for more than 20 years. We help them promote and defend their interests with public authorities.
We place our experience and expertise at the heart of our work, with a constant ambition to foster dialogue, mutual understanding and collaboration between the socio-economic and political-administrative spheres. Our work is grounded in robust sector-specific, legal, economic and political analysis, and is carried out within a rigorous ethical framework and in full compliance with the regulatory framework governing interest representation activities.
The firm operates across the full spectrum of public affairs, including stakeholder mapping, the drafting of public policy doctrines and positions, legislative and regulatory analysis, legislative drafting, tailored engagement plans, decision-making processes, institutional events, media relations and influence, and support for legal proceedings. Graduate of Sciences Po and INSEAD, Gilles Lamarque began his career at MEDEF where he was in charge of relations with local public authorities and monitoring decentralization. He then became responsible for European affairs at Publicis and advised several companies and organizations in their institutional reflection before joining the Renault group as head of public affairs.
Ancien secrétaire général de l’Association Française des Conseils en Lobbying (AFCL), Gilles Lamarque est l’auteur de l’ouvrage Lobbying, paru dans la collection Que-sais-je ?
Gilles Lamarque a fondé le cabinet Anthenor Public Affairs en septembre 2003.

Graduate of Sciences Po Toulouse, NTU Singapore, and with a Master’s degree specialized in the analysis and evaluation of public policies, Timothé de Romance worked for two years in an institutional lobbying firm within the government and local authorities sector, after serving as a research officer at the French Embassy in Malaysia.
Il a rejoint le cabinet Anthenor Public Affairs en 2010 où il pilote les opérations de lobbying pour le compte d’une demi-douzaine de clients, notamment dans le cadre de thématiques santé. Il est devenu Directeur associé en 2013, puis Directeur général en 2021.
Timothé de Romance intervient en formation initiale et continue « Lobbying et communication d’influence » auprès de Sciences-Po Paris, de l’ESSCA Angers et de l’ESIEE Paris.

Graduate of Sciences Po, Pierre-Yves Bing has a decade of varied experiences in the field of public affairs: parliamentary assistant in the Senate, head of external relations for the Scouts and Guides of France (a youth and education association), development director of CEPS (think-tank), deputy general delegate and director of studies at DFCG (professional association of financial directors). Specialized in managing networks of leaders, he joined Anthenor Public Affairs in 2018 as a consulting director to coordinate the activity of parliamentary clubs. He became an Associate Director in 2021.

Originally from France, Eric brings over 15 years of international experience in public affairs, institutional communication, and regulatory affairs, gained within major multinational groups (Altadis Group, Imperial Brands, British American Tobacco). For these groups, he led multi-country teams and projects, resulting in legislative and regulatory frameworks conducive to business growth. He spent six years as EU Public Affairs Director for BAT, based in Brussels.
His profile is particularly relevant for sectors undergoing technological disruption, those with high political exposure, or those facing significant societal pressures. He has solid European expertise in consumer protection, public health policy, digital marketing and regulation, product taxation, environment and sustainability, waste management, recycling and extended producer responsibility (EPR), international trade and customs issues, illicit trade, and the fight against counterfeiting.
Having held various responsibilities within both French (Association of Tobacco Manufacturers in France) and European (Tobacco Europe) sectoral federations, he is recognized for his ability to build common positions, structure cross-sectoral coalitions and strengthen the collective influence of a sector with public decision-makers.
Before working in Public Affairs, Eric pursued a 10-year career in financial and managerial functions, as an auditor (for various sectors: press, logistics, advertising, ski resorts), management controller and then administrative and financial director, in Paris, Madrid and the Philippines

Originally from Belgium, Antoine has over twelve years of experience in European public affairs.
He spent nine years at Arcturus Group in Brussels, advising companies and organisations on the design and implementation of EU public affairs strategies, with a particular focus on the industrial gases, mobility, and luxury sectors.
He then joined Policy Hub – Circularity for Apparel and Footwear as Director of European Public Affairs. In this role, he represented more than 700 stakeholders from across the textile and apparel value chain on EU sustainability and circular economy policies.
Today, Antoine supports the development of Anthenor European Affairs in Brussels, helping clients shape their positioning and engagement strategies towards the European institutions.
He holds a Master’s degree in Political Science and International Relations from University of Liège, as well as a degree in Business Management from ICHEC Brussels Management School.

A graduate of Sciences Po Bordeaux, Laurélène Aveline has built her career at the intersection of public affairs and healthcare. Her experience spans public affairs and influence consulting, a role as Head of Public Affairs at a US-based pharmaceutical company, and a position at a start-up, where she explored the links between organizational innovation and evolving public policy.
She joined Anthenor Public Affairs in January 2026 as Advisory Director, where she advises healthcare stakeholders on their public affairs strategies.

Holding a Bachelor’s degree in Public Law with a minor in Political Science and a Bachelor’s degree in Philosophy from the Institut Catholique de Paris, Hortense de Cacqueray graduated from Sciences Po Strasbourg with a degree in Political and Social Sciences, specializing in Public Action.
Elle a débuté sa carrière en tant que consultante en audit et stratégie, puis consultante senior affaires publiques, au sein du cabinet Comfluence, où elle s’est spécialisée sur des dossiers santé et protection sociale.
Elle a rejoint Anthenor Public Affairs en janvier 2023, pour renforcer l’équipe sur des dossiers de conseil, ainsi que sur le déploiement de stratégies d’influence nationales et territoriales.

Holding a double degree in French and Italian law and a Master’s in International Relations from Université Paris I-Panthéon Sorbonne, Francesca Marinho began her career at the Secretariat General of the Ministry of Culture as a project manager. She joined Anthenor Public Affairs in 2020 to strengthen the teams in monitoring and advisory missions in the fields of restoration, sustainable development, and transportation.

Thibault joined Anthenor Public Affairs in January 2024 as a Advisory Director, bringing nine years of experience in public affairs consulting.
Il a commencé sa carrière au sein du Groupe Renault puis a rejoint l’agence de communication Grayling. Il a piloté des stratégies d’influence franco-européennes pendant six ans et demi au sein du cabinet Euralia, accompagnant principalement des clients dans les domaines de l’agriculture, la protection sociale et le tourisme.
Il est titulaire de deux maitrises en droit de l’Union européenne et en droit public de l’Université Paris I Panthéon-Sorbonne, puis diplômé d’un master II « Vie publique et Relations institutionnelles » de l’Université Paris II Panthéon-Assas,

A former student of IEP Bordeaux and holder of a Master’s degree in Political Science from Université Paris II Assas, Gabriel Favarel began his career in financial analysis at a private equity investment fund. He then specialized in public affairs as a consultant in several firms.

En 2022, il devient Directeur Conseil puis Directeur Associé en 2025. Depuis 2024, il est Data Protection Officer (DPO) et Compliance Officer.

Agathe Claverie holds an MSc in Finance from EDHEC Business School and a Master’s in International Public Management from Sciences Po Paris. She began her career in Brussels at the public affairs firm Burson, Cohn & Wolfe, where she contributed to strategic consulting projects and lobbying initiatives at the European level, particularly in the fields of health, industry, and sustainable development. She joined Anthenor in September 2023 as a consultant.

A graduate of Université Paris II Panthéon-Assas with a Master’s degree in General Private Law, Albane began her career working in both a law firm and the courts before joining public affairs consultancy CiLab.
There, she developed expertise in the agricultural, agri-food and legal sectors before joining Anthenor in 2026. She now primarily advises stakeholders in the healthcare, agriculture and social protection sectors.

Jérémie Ezerzer, a graduate of the University of Bath (UK) and holding a Master’s degree in political science with a specialization in political and parliamentary work from Université Paris Nanterre, began his career as a parliamentary assistant to deputy Max Mathiasin (MoDem). He then joined the public affairs team at Groupe Aéma, before specializing in consulting during an internship at Kairos Public Affairs, where he notably worked on energy, agribusiness, and digital issues.
Il a rejoint Anthenor en 2022 en qualité de consultant junior pour renforcer l’équipe sur des missions de veille et de conseil. Parallèlement à son activité professionnelle, Jérémie contribue également en tant que rédacteur au Cercle de réflexion « Nemrod-Enjeux Contemporains de Défense et de Sécurité » dont il a été le président entre 2021 et 2022.

A graduate of ESSEC’s Grande École programme, where she specialized in Social and Solidarity Economy, Emeline Haÿs began her career in public affairs at Pergamon. She subsequently worked for a Member of Parliament who co-chaired the Parliamentary Committee for the Evaluation and Oversight of Social Security Financing Laws (MECSS), where she deepened her knowledge of healthcare public policy and social protection financing mechanisms.
Elle rejoint Anthenor Public Affairs en 2025 pour renforcer les équipes dans leurs missions de veille et de conseil en se concentrant principalement sur les thématiques d’industrie, de protection sociale, de la santé et d’agro-alimentaire.

She subsequently joined Edelman France, where she primarily worked on energy and healthcare issues and developed expertise in media relations alongside her public affairs work.

A graduate of Grenoble Ecole de Management, Lucas Poujade gained experience at Caisse des Dépôts and Bpifrance. He subsequently worked as Head of Institutional Relations and Corporate Social Responsibility at Siemens.
He joined Anthenor Public Affairs in 2024, where he supports the firm’s teams in their monitoring and advisory work, with a particular focus on mobility and healthcare issues.

She subsequently joined the Engie Group, where she worked on electricity supply issues for businesses and local authorities. In September 2023, she joined France Médias Monde, supporting the Institutional Relations and Corporate Social Responsibility teams.
Depuis mai 2025, Inès Birem est consultante junior au sein du cabinet Anthenor Public Affairs, au sein duquel elle élabore et déploie des stratégies Affaires publiques pour des enjeux de Numérique, Santé et Mobilités.

En septembre 2025, il rejoint le cabinet Anthenor Public Affairs afin de renforcer l’équipe dans ses missions de conseil et de veille, notamment pour le compte de clients du secteur de la santé et de l’agro-alimentaire.

Ethics, essential to our work as lobbyists, is at the heart of the firm’s DNA. Since our inception, we have applied the highest standards of ethics and transparency.
Anthenor Public Affairs adheres to the highest standards of ethics and transparency in the profession. Ethics, essential to our lobbying work, are at the core of the firm’s DNA. The many initiatives undertaken since its creation in 2003 all contribute to this ambition:
- Anthenor Public Affairs has its own code of ethics, which all company employees adhere to. The principles outlined in it are reviewed annually to continuously ensure their relevance and impact. In 2015, the firm established a Compliance Officer role, responsible for enforcing and monitoring internal ethical rules and legal provisions governing the activity. The Compliance Officer also serves as the point of contact for parliamentary ethics bodies and the HATVP.
- As a testament to its commitments in France and Brussels, Anthenor Public Affairs is a signatory of the professional code of ethics of the French Association of Lobbying and Public Affairs Consultants (AFCL), which the firm joined in 2003. The firm is also a signatory of the Society of European Affairs Professionals (SEAP) Code of Conduct, of which it has been a member since 2008.
- In 2009, Anthenor Public Affairs became the first French lobbying firm to register with the European Commission’s Transparency Register, where all actors in the sector are invited to disclose the interests they represent before European institutions. That same year, the firm contributed to the Corporate Social Responsibility Observatory (ORSE) to help define the guidelines for the concept of “responsible lobbying”.
- Anthenor Public Affairs contributed in 2009/2010 to the work initiated by parliamentary assemblies aimed at establishing a system of accreditation and adherence to codes of conduct for lobbying actors. Naturally, it was one of the very first firms to be registered on the National Assembly and Senate registers, which were in place between 2009 and 2017.
- Since 2017, in compliance with the legal and regulatory obligations set out in Article 25 of Law No. 2016-1691 of December 9, 2016, concerning the transparency of relations between interest representatives and public authorities, the firm reports its lobbying activities to the HATVP (see page). The firm regularly participates in the expert group within the High Authority responsible for monitoring the implementation of this new regulation.
- Created under the name “parliamentary clubs”, the clubs managed by Anthenor Public Affairs adhere to the same ethical standards and ambitions. They are run and managed in full compliance with the regulations of parliamentary assemblies regarding this activity. Their operating procedures fully align with the recommendations of the National Assembly’s Ethics Officer and the Senate’s Parliamentary Ethics Committee.
- Committed to integrating environmental, social, and ethical concerns into its activities, the firm has also undertaken a Corporate Social Responsibility (CSR) initiative. Through the implementation of a charter in 2017, the firm reaffirms its commitment to promoting the following principles in its activities and among its employees, clients, and suppliers: environmental protection, respect for human rights and labor standards, and the promotion of ethical professional practices in line with the highest standards of ethics and transparency in the profession.
